Ebbsfleet Development Corporation has appointed Simon Dudley as chairman.
The former Homes England director will serve for four years, taking over from Michael Cassidy, who was chairman of the corporation for six years.
Housing minister Christopher Pincher has confirmed his selection, supported by the prime minister, to lead the garden city project in north Kent.
Ebbsfleet Development Corporation was set up in 2015 to deliver the first city garden in more than a century. It is one of the largest housing developments on brownfield land in the UK.
Dudley was interim chair of Homes England until last autumn. He was previously a senior independent director at the agency and leader of Windsor and Maidenhead Council.
He said: “The creation of Ebbsfleet Garden City is a fantastic opportunity to grow a new community and business location where London meets the Garden of England.
“Building on a series of brownfield sites in one of the best-connected locations in England, we aim to deliver a vibrant new city of up to 15,000 new homes.”
