Transport minister John Reid is expected to tell MPs today there is no prospect of the £475m flagship air traffic control centre, at Swanwick, Hampshire, opening next year.
It was originally due to open in 1996. It could now be delayed until winter 2000-01 or even 2003.
He is expected to say that he believes computer software problems responsible for the delay can be overcome. The crisis throws into doubt government plans for an early privatisation of the National Air Traffic Services.
