Southwark Council is to launch a search for a joint venture partner to set up a construction company to deliver social housing across the borough.
The council will use the company to help it deliver its target of 11,000 council homes by 2043.
Last year, the mayor of London reported that councils had met just 28% of the affordable housing target.
Southwark Council was found to have the second largest projected loss of social housing, with numbers dropping by 922, largely due to a shift to different tenure at the Aylesbury Estate regeneration.
The council is seeking new sites for social housing development, including buying stalled sites, building on top of schemes and estate regeneration and densification, as part of its 2020 housing strategy.
It is inviting interested parties to soft market test proposals, with submission due by 22 June. The council will issue a contract notice in October and expects to draw up a shortlist of six companies before making a final selection.
