Regeneration specialist St Modwen has received consent to start work on site at its £10m Venture Fields Leisure Development and Widnes Waterfront,
The 100,000 sq ft scheme is being developed by St Modwen in conjunction with Halton borough council.
The project is 96% prelet and the company said work would start on site within weeks.
The scheme is expected to be completed in autumn 2011.
It will include a five-screen cinema operated by Reel Cinemas, a bowling alley, a 36,000 sq ft ice rink, and a 60-bedroom hotel.
