Sterling Capitol’s third phase Leeds office plans boosted

Leeds council has approved in principle Sterling Capitol’s plans to develop a third phase of its Capitol Park on land linking the two original phases.

Sterling Capitol had sought planning permission to build a three-storey office building on the 8-acre (3.24ha) site on the edge of the M62, south of Leeds city centre.

The site had no allocation in Leeds council’s unitary development plan and Morley council had objected to the development because its own local plan designated the site as green belt.

But Leeds overruled Morley, arguing that the site was suitable for employment use because it was surrounded by commercial development.

Final approval of the scheme hinges on whether the Highways Agency believes further development of Capitol Park would lead to excessive traffic congestion on the M62 slip road.
