Stockland Halladale appointed for Harlow regeneration

Stockland Halladale has been appointed to regenerate Harlow town centre in Essex.

The UK arm of Australian property group Stockland, which was formed after its takeover of Halladale early last year, beat competition from London & Regional, Modus Developments, and Warner Essex to win the appointment for the “flagship project”.

Harlow Renaissance and its partners – Harlow Council, Essex County Council, English Partnerships, and the East of England Development Agency – sought a retail-led regeneration of the town centre.

Stockland Halladale proposes a mixed-use scheme comprising 500 residential units, a mix of retail and leisure space including a multiplex cinema and 100-bedroom hotel, and a new transport interchange for the market town.

Plans also include the development of a new public library, and the feasibility of providing a new theatre will also be explored during the period.

Planning permission is expected by 2009, with work starting in 2010.

David Lockhart, executive chairman of Stockland Halladale said: “Stockland Halladale has a wealth of experience in redeveloping town centre environments.

“This represents a flagship project for the Group and is an excellent opportunity for the Company to demonstrate its ability to deliver a project of this scale and importance.

“We believe that combining the considerable vision of both Harlow Council and other major stakeholders with our retail and residential development experience it will ensure that Harlow will have a fully integrated town centre with world class facilities that will enable it to realise its anticipated growth potential.”

Savills and Jackson Criss advised Stockland Halladale; CB Richard Ellis represented Harlow Council and their partners.
