Labour wants property taxes and an overhaul of capital gains tax to pay for social care.
Opposition leader Sir Keir Starmer accused the government of “hammering working people” with plans for a 1.25% rise in national insurance.
He said Labour would instead look at wealth taxes on assets such as property, combined with an increase in capital gains tax.
Labour voted against the health and social care levy, which will raise £11.4bn a year for social care and the NHS.
Starmer said: “Our analysis is that you could raise this money in other ways, whether that’s capital gains tax, whether that’s on properties, stocks and shares or dividends.”
Equalising capital gains tax with income tax would generate £90bn over five years, according to the Institute for Public Policy Research.
