Tesco and Lend Lease cross swords in Elephant & Castle

Tesco has withdrawn plans for a mixed-use development in south London after Lend Lease complained that the plans would “undermine” the shops at its £1.5bn Elephant & Castle regeneration scheme.



In June Tesco lodged plans to redevelop its store on the Old Kent Road, SE1 to include 369 homes and a major superstore.


 


This week the supermarket giant withdrew the plans following opposition from the Elephant & Castle development consortium as well as Mayor of London Boris Johnson and Southwark council.


 


The Mayor of London’s planning team said the plans do not comply with the London Plan because the scheme is not located in a designated retail centre.


 


Transport for London has also criticised the proposed increase in shoppers’ parking from 290 to 563 spaces.


 


Their opposition follows that of the Elephant & Castle regeneration partners.


 


Lend Lease, the council’s preferred development partner, has written to complain that Tesco’s proposal “will undermine the retail function and consequently the viability of the Elephant & Castle regeneration project”.


 


Michael Fox of Tibbalds, planning consultant on the project, has also written to complain that the proposals “will undermine the regeneration objectives the Council has for this key centre and the role it plays in the retail hierarchy”.


 


Tesco said it planned to “relook at certain aspects of the scheme” but remained committed to redeveloping the site.
