The Corporation of London claims plans for a £5 daily congestion charge in the capital could force Tower Bridge to close.
The bridge’s owner says it would be badly damaged by cars seeking to avoid the charging zone.
The Corporation is considering legal action to block the scheme unless vehicles crossing the bridge are charged. It is submitting an alternative charging area.
