Liverpool City Council planners have recommended the approval of the development of a residential scheme within the Baltic Triangle.
The decision is expected to be made during the committee meeting on 4 June.
The scheme, situated on the corner of Norfolk Street and Brick Street, will provide a part eight-storey, part 10-storey building containing 93 homes across a mix of one, two and three-bedroom flats.
The residential block, designed by Studio RBA, will be brought forward by Torus Developments.
The site, which was previously occupied by Liver Grease Oil and Chemical Company, is next to a 10-storey building containing 64 flats that is also being delivered by Torus.
The wider Baltic Triangle area is characterised as a creative, digital and independent district of Liverpool. The area is home to more than 500 businesses, with Boxpark being the most recent addition.
