Some four in 10 councils have yet to adopt plans to guard against unwanted building developments, leaving them open to speculative projects, according to a report by the Communities and Local Government committee.
The report is the first review of the National Planning Policy Framework.
Areas of outstanding natural beauty are also being left exposed, while town centres are also lacking protection, MPs found.
