Professor David Begg has called for better targeting of congestion charges.
He said current policy was hitting rural areas too hard. Instead Begg believes motorists who cause congestion should pay for it.
The professor also admitted moves towards charging could be delayed by ten years because of political manoeuvring by candidates for London mayor.
