Patrick McLoughlin, the transport secretary, is expected to confirm support for the second phase of HS2 in a speech in Leeds on Monday.
Phase two of the scheme will see the high-speed rail route split into two, with one line going to Manchester and another to Leeds.
Bechtel is favourite to be appointed as project manager for the scheme.
