Plans to transform a former meat factory in Trowbridge, Wiltshire, into a leisure development have been recommended for refusal by planning officials.
The 155,000 sq ft Innox Riverside scheme, which was being proposed by Prorsus, was set to be built on the former Bowyers meat factory.
The plans included a 79,000 sq ft Morrisons supermarket, an eight-screen 1,400-seat Cineworld Cinema and nine separate pubs, restaurants and cafés.
Wiltshire council has recommended the scheme for refusal because, it said, “many aspects of the current submission are disappointing”.
Despite almost 40 letters of support for the development, planning officers said that there was “no perceived demand” for another supermarket in the town and that it was doubtful Trowbridge could support two cinemas.
The Bowyers meat factory was closed in 2008.
