Urban Splash and Swan Country Homes have been shortlisted for the controversial redevelopment of Oldway Mansion Estate in Paignton,
Both developers have come under fire for proposing to convert the grade II listed mansion house into a hotel and to develop commercial and residential buildings in its 20-acre grounds.

However, the 700 member strong Friends of Oldway Group has pledged to safeguard public access to the house and gardens.
It claims the council was able to buy the house at a knock-down £46,000 in 1946 because the Singer family wanted it used as a civic centre in perpetuity.
GVA Grimley Associate Ian Trott, advising the council, said: “This is a redevelopment that is close to the hearts of the local community in Paignton, and public consultation is integral to the final selection process.
Both shortlisted parties have proven track records of sustainable development. Their schemes propose a variety of uses for Oldway’s Mansion House, Rotunda, Banqueting Hall and stables. Common ideas include a hotel with restaurant, bars, conference rooms, and leisure facilities. The Registry Office will be retained in the estate.”
A six week public consultation in to the schemes will begin in May.
