Urban Splash has submitted a planning application for the 4.5-acre Longlands Mill site in Stalybridge, near Ashton-under-Lyne.
The developer, which is working with Tameside council on the scheme, wants to create 350 flats and 14,000 sq ft of retail and leisure space, including a hotel.
The scheme includes the redevelopment of the mill and the construction of a new building alongside the Huddersfield Narrow Canal to house the hotel and restaurants.
Kieran Quinn, executive member for economic services at Tameside council, said:
“We believe the designs are dynamic and imaginative and will provide further quality to the heart of the town centre.
“This is the next phase in the process and we’re remaining on schedule for what has been a very challenging project.”
If plans are approved, building work should start on site towards the end of 2006, with the first flats marketed off-plan during the summer.
Space Craft Architects has designed the development.
