Virgin Trains plans to run TGV-style trains on the East Coast mainline.
The company wants to take part in a £5.7bn expansion of the route. This will include provision of a 193 km (100 mile) stretch for the sole use of trains running at speeds 60% above the current maximum.
The new line from Conington in Cambridge to Hambleton in North Yorkshire will double existing capacity and significantly cut journey times between London and Edinburgh.
