The Welsh Assembly has warned the country could lose out on inward investment to countries such as Poland, Hungary and the Czech Republic.
Rhodri Morgan, Welsh economic secretary, said Wales could no longer sell itself as the cheapest European region for inward investors.
He said Wales needed to appeal to more high-technology investors with research and design facilities that would inspire the spin-off companies of the future.
