The auditor-generals report for Wales has criticised the final cost of building a home for the new Welsh assembly which is double the original estimate.
The Cardiff Bay building is two years behind schedule and is likely to cost £41m compared with the original target of £17m.
Sir John Bourn, the auditor-general, criticised the assemblys arrangement with architect Lord Rogers because there was no formal contract and no incentive to keep costs down.
