The Welsh Office has issued local authorities in Wales with new planning guidance aimed at discouraging out-of-town superstores. In a Commons written reply, junior Welsh minister Gwilym Jones said revised guidelines recognising the importance of town centres had been issued. The aim was to encourage retail development in town centres rather than at out-of-town sites, he said.
