West Bromwich has finally opened its £63m arts centre after years of funding crises, building delays and technical failures.
The Public, designed by architect Wil Alsop, has been much criticised. It is a large black shed pierced by bubble-shaped pink framed windows. It went into administration and lost its first chief executive two years before it was due to open last year, two years late and £15m over budget.
