Wilson Bowden finally submits plans for mixed-use Harlow scheme

Wilson Bowden Developments (WB) has finally submitted a detailed planning application for the redevelopment of a 6.9ha (17-acre) central Harlow site.

The 29,700 sq m (320,000 sq ft) scheme, which WB is developing in partnership with Harlow council and English Partnerships, was originally due for completion by Christmas 2000. However, work will now start at the site, located to the south of the town centre, in 2001 with completion expected in 2003.

The company blames the delay on the need to revise the scheme in the light of a fast-changing leisure market and protracted negotiations with the council about its new offices, which form a significant part of the scheme. WB’s original plans included a major leisure element.

The scheme’s retail element, which comprises 2,300 sq m (250,000 sq ft) with 1,200 parking spaces, includes a 6,800 sq m (74,000 sq ft) two-level food store, retail warehousing, high-street units and restaurants.

Letting agents for the scheme are Havills and Fletcher King.
