Wilson Bowden has submitted plans for a £90m redevelopment of Macclesfield, Cheshire.
The 250,000 sq ft scheme would transform underused parcels of land in the town centre, creating a shopping destination on Silk Street that will be anchored by a Debenhams department store, along with 20 other shops.
Plans for an eight-screen cinema have also been put forward. The submission follows a public consultation last June.
Wilson Bowden originally outlined £200m plans for the town centre in 2008, but abandoned them in the wake of the economic downturn. A decision is expected later this year.
