Winsor underspends on rail

The rail regulator has underspent his budget, he reveals in his draft business plan for 2002-2003.

Tom Winsor disclosed that he had spent only £10.2m last year, almost £3m less than budget.

He said this was because Railtrack was in administration which meant he did not complete all the tasks planned for 2001-2002.

Winsor is considering whether to grant a request from Network Rail for more money.
