Woking borough council has approved the development of the 125,000 sq ft mixed-use Victoria Square project in the Surrey town.
Victoria Square will be delivered by Bandstand Square Developments, a joint venture between Moyallen, owner of the Peacocks shopping centre, Woking borough council, owner of the Wolsey Place mall, and Surrey county council.
The Marks & Spencer-anchored scheme includes a 190-bedroom four-star hotel with conference facilities, a spa and a gym in a 21-storey tower.
In addition, 392 flats will be built in two towers of 28 and 34 storeys, along with space for a medical centre and two public plazas.
The council’s planning committee voted unanimously on 4 November to approve the plans.
